These organisations have European headquarters, a provider role, and reviewed evidence of either a current public token offer or an explicitly stated provider-managed service. Company status is not required. Headquarters do not prove EU hosting, infrastructure ownership, data residency, or sovereignty; those facts remain separate and may be missing.
