The instructive counter-example in this segment. Malta has NO national LLM and no AI factory; instead, in May 2026 it launched 'AI for All — AI għal Kulħadd' in partnership with OpenAI, Microsoft and the University of Malta, buying premium US AI subscriptions for the entire population — a deliberate adoption-first rather than sovereignty-first strategy, and the polar opposite of the Spanish, Portuguese and Greek approaches. Six pilot projects run in health, education and traffic under the AI Strategy 2030.
